What is Siter?
Siter is a web-based explosives safety mapping tool capable of producing site plans and master planning ESQD arcs.​​​​​​​​​​​​​

Siter for DCMA customers:
Siter is capable of producing Explosive Safety Site Plan (ESSP) packages for DCMA submittal in accordance with DoD 4145.26. The software and outputs were developed with feedback from the DCMA. Siter has been used to produce site plans for multiple customer sites which have received DCMA ACO/PCO approval. Siter allows you access to your data in a web-based platform, allowing for collaboration and multi-level organizational review.
Siter for US DoD Site Planning:
Siter is the first tool capable of comparing US DoD criteria with NATO AASTP-1 or other host nation criteria simultaneously. Planning charrettes, Development Plans and even “what-if” studies have never been easier.
Siter for Foreign Partners:
Siter has been developed to quickly integrate new criteria sets. New criteria manuals can be added to Siter to allow customizable output. The software can be implemented locally for additional security. ​

For OCONUS applications, the tool is the first to be able to simultaneously analyze and illustrate two criteria sets (e.g., DCMA and NATO simultaneously) allowing DCMA compliance in foreign countries.

Do I need an ESRI GIS license to run Siter?

A license is not necessary to run Siter. All GIS processing and imagery are provided with Siter without the need for Esri software.

Is Siter an on-line only tool?

Siter can be run completely on-line for DCMA contractors. Applications for DoD, other US Federal agencies and other foreign partners may require local implementation.
