NASA Kennedy Space Center Master Plan

In a joint venture with HB&A, The Schreifer Group completed a suite of master planning products for NASA’s Kennedy Space Center (KSC) in Florida.

The completed project included three Area Development Plans (ADPs), a Center Development Plan (CDP), a Parcel Opportunities Analysis (POA), a Center Digest (CD), and a Programmatic Environmental Assessment (PEA) (ongoing).

NASA’s KSC is a large and complex area and one of the most famous and important federal sites in the world. It is an essential site for the future of space exploration and has seen significant increases in commercial activity and real property investments in recent years. Planning enables KSC to adapt its real property footprint to support these rapid changes. The Center’s critical infrastructure is currently degraded and vulnerable to the point of affecting KSC’s ability to meet future missions, which also threatens its ability to support commercial launch providers. The Schriefer Group created a plan for phased, targeted future investments, which will ensure the Center will not be affected in its ability to support its current and future missions.

The ADPs cover the Central Campus/Processing District, the Vehicle Assembly Building District, and the Exploration Launch District. These areas house a variety of facility types, including laboratories, administrative offices, industrial payload processing and warehouses, launch facilities, and community support amenities. The team facilitated multiple onsite planning workshops to consider potential courses of action for each district, and developed project configuration and cost details. The ADPs were finalized in May 2024.

Following the ADPs, the team developed a CDP that will serve as the overall unified Master Plan for the Center. The team gathered center-wide mapping and facility portfolio analysis, facilitated an onsite workshop, and prepared a master plan document. The CDP process used an innovative exploratory scenario planning process to consider multiple different future scenarios for the Center, ensuring that the plan is resilient to future mission changes. Ultimately, the document will compile projects generated during the ADP processes and develop additional projects for networks and systems that span across district boundaries, such as utilities, transportation, and green infrastructure. The CDP was finalized in July 2025.

The result of this process was a 20-year development plan that if fully implemented will guide the continued growth and change at KSC for the next 20 years and solidify its place as the world’s premier multi-user spaceport.
