The Schreifer Group led this 2019 study to assess the viability of efforts to move the Naha Military Port (NMP) from its current location in Naha, Okinawa, Japan, to a new location. The resulting plan supports ongoing bilateral agreements between the U.S. Government and the Government of Japan.
This study assessed the viability of efforts to move the Naha Military Port (NMP) from its current location in Naha, Okinawa, Japan, to a new location. This planning effort focused on reviewing and analyzing prior planning, validating Naha Military Port Replacement Facility (NMPRF) requirements, evaluating alternatives, obtaining stakeholder input, and developing a preferred alternative for relocation of the NMP. The resulting plan supports ongoing bilateral agreements between the U.S. Government and the Government of Japan.
Key components of the study included:
A stakeholder-driven planning process consisting of interviews, a pre-planning workshop, and an intensive on-site planning workshop. Stakeholders included U.S. Forces Japan (USFJ), U.S. Army Japan (USAJ), Military Sealift Command Okinawa, Marine Forces Pacific, and other port users.
An assessment and validation of military port operation and facility requirements, port development factors, and project risks.
A planning-level analysis of explosives safety related to ammunition operations at the pier. Our team created a planning-level Inhabited Building Distance (IBD) ESQD arc based on the operational capability requirement for the NMP Replacement Facility to provide berthing for a ship laden with up to a specified Net Explosive Weight (NEW) of ammunition and associated operational capability, including shipboard training venues, periodic equipment maintenance, and reconfiguration of ship loads.
