Mr. Appel is a Certified Planner with 20 years of planning and project management experience, with expertise in military master planning. He has supported Vision Plans, Installation Development Plans (IDPs), District Plans, Area Development Plans (ADPs), Campus and Nodal Plans, and other Real Property Master Plan components for U.S. Air Force, Army, Navy, Marine Corps, Army and Air National Guard, and Army and Air Force Reserve installations worldwide as a planner, project manager, and charrette facilitator. His federal planning experience also includes DD 1391 Planning Charrettes, Planning Charrette Reports (PCRs), Facility Space Optimization Plans (FSOPs), Transportation Management Plans (TMPs), and Joint Land Use Studies (JLUS). Mr. Appel has an extensive background in local community planning, primarily in the state of Washington, including comprehensive planning; land use, environmental, shoreline, and in-water permitting at the local, state, and federal levels; residential, commercial, and industrial site planning; port master planning; National Environmental Policy Act (NEPA) Environmental Assessments (EAs) and Environmental Impact Statements (EISs); and hazard mitigation and disaster recovery planning. His technical capabilities include GIS, CAD, and Adobe Creative Suite.

 

Mr. Appel served on the Board of the Washington Chapter of the American Planning Association (APA) from 2013 to 2018. He was project manager of the City of Lacey Woodland District Strategic Plan, which won the 2015 Washington State Governor’s Smart Communities Award. He was project manager and principal report author for the Kadena Industrial Park ADP, which won the 2020 Honor Award (first place) for Outstanding Area/Site Development Plan from the Federal Planning Division (FPD) of the APA. He was the report editor for the Naha Military Port Relocation Plan, which won the 2020 FPD Honor Award for Outstanding Technical Plan. He has managed and contributed planning expertise to several other award-winning plans, including the Joint Base Anacostia-Bolling (JBAB) Historic Bolling District Plan (2022 FPD Merit Award for Outstanding Area/Site Development Plan) and the Joint Base Lewis-McChord (JBLM) Growth Coordination Plan (2022 FPD Citation Award for Outstanding Collaborative Plan; 2022 Washington Chapter APA Award for Comprehensive Planning for Large Jurisdictions). Mr. Appel holds a Bachelor of Science in Geography from Portland State University.
