
Abbey Ness | AICP, PMP, CCF
Director of Planning
Abbey Ness is a certified urban planner, facilitator, and project manager with a broad background in federal land use and environmental planning. Her previous project experience includes master plans, area development and district plans, AICUZ studies, encroachment studies, environmental impact statements, and community partnership plans for all branches of the U.S. Department of Defense, NASA, and the Federal Highways Administration. She has extensive experience in workshop/charrette design and facilitation, stakeholder engagement, public speaking, spatial analysis, and data visualization. Prior to working in federal master planning, Abbey worked on community development and capacity building for environmental justice communities and regional asset-based development planning for rural communities.

Abbey has served as a board member of the American Planning Association (APA) Federal Planning Division (FPD) and APA Virginia. Her projects and volunteer initiatives have received awards from the APA Divisions Council, APA FPD, APA Virginia, and the APA National Capital Chapter. She holds a Bachelor of Arts in Environmental Policy from Duke University and a Master of Urban and Environmental Planning from the University of Virginia, where she completed an award-winning thesis on the relationship between the urban design of military communities and the mental health of service members.
